  5.      More than a year after the Exxon Valdez spilled 11 million
  6. gal. of crude oil into Alaska's Prince William Sound, the U.S.
  7. still lacks the ability to cope speedily with such disasters.
  8. That shortcoming was dramatically illustrated last week when
  9. a Greek tanker crashed into three oil barges in the Houston
  10. Ship Channel near Galveston. Though Houston handles more crude
  11. oil than any other U.S. port, no fast-response cleanup team is
  12. stationed in Texas. By the time emergency crews from along the
  13. Gulf Coast arrived, 500,000 gal. of crude had leaked into the
  14. relatively shallow Galveston Bay, threatening shrimp, oysters,
  15. crabs and birds.

  17.     After the accident Congress passed a bill that had been
  18. languishing for years until the Alaskan catastrophe. Among
  19. other provisions, it establishes a $1 billion oil-cleanup fund
  20. and sets up 10 quick-response teams, one in each Coast Guard
  21. district. The action came too late for Galveston Bay.
